Provincial Budget Recommendations


Each year, Community Living Ontario makes evidence-based budgetary recommendations to assist the province to increase people's health, community inclusion, and quality of life. Since 2024 we have succeeded in spurring new investments in developmental services totalling more than $700 million.

2026 Pre-budget Submission: Catch Them Before They Fall

People with intellectual disabilities, their families, and developmental service agencies are facing unprecedented challenges in Ontario. More than 53,000 people are waiting to access needed services. Unfortunately, hospitals, shelters, and long-term care facilities are being called on to house people inappropriately, with negative repercussions for people's health and quality of life. Community Living Ontario is calling on the province for decisive action to strengthen the developmental services sector.

2025 Pre-budget Recommendations

Community Living Ontario is making four key recommendations for the upcoming provincial budget: sustainable funding for developmental services, full implementation of the Passport program, increases to ODSP, and zero clawbacks of the Canada Disability Benefit.

2024 Pre-budget Submission

In our pre-budget submission to the provincial government, CLO is calling for an immediate base budget increase of five percent for developmental service agencies. Additionally, we are calling for a five percent increase to Passport and Special Services at Home budgets.
